The presidential journey comes after a lethal winter storm that hit a big swath of the nation and battered Texas with snow and subfreezing temperatures. The state issued its first ever winter storm warning.
Biden approved a major disaster declaration for Texas on Saturday, the Federal Emergency Administration Company introduced, after the state’s weak electrical grid had failed, leaving tens of millions with out energy, warmth or water.
